They seem to happen when there are a couple (3+) ships in a battle

Is there anything that can be done to stop all the stores from selling out of cannon ammo and powder once mid game is reached? Im around level 13 and right about now as Im starting to go from one ship to multiple, its impossible to outfit my ships with ammo and powder.

my experience is that surrender works OK. Thats why I was so surprised when it did not. Anyway, after orders are given to fire on a badly damaged enemy, all guns do not fire at the same time so yes, a surrendering ship might be sunk anyway. Thats just how it is.

Yes, that is a longstanding quirk of the surrender code from GOF. Though a ship surrenders to “you”, they will still be fired upon by other ships that were enemies as their relation with other individual members of the same faction or allies of your faction is not altered, so it remains as enemy.
